GMU-TV Charge Back Policy
GMU-TV is funded by Information Technology Services for the purpose of providing video services in support of instructional projects and academic research presentations. Projects that meet this criteria are given priority over other production requests. The following tiered structure describes to what extent production requests will incur a charge.
Tier 1. Classroom Instructional Support and Academic Research Presentation
These are activities in direct support of classroom instruction (or FTES-in a department which issues academic credit to enrolled students) or presentation of research conducted by Mason Faculty. GMU-TV requests full broadcast rights to all Tier 1 productions.
Charges: Only the actual cost of materials utilized by a production request and direct costs incurred will be charged back to the requesting department and/or individual. Normally, labor and equipment costs incurred by a production request will not be charged back to the client. Occasionally, a major project may require full or partial charge back for labor costs. This will be determined at the time the project is submitted. Costs for any permits that must be obtained, or specialized equipment which must be rented, or rights to media that must be purchased will be charged back.
Tier 2. High Profile Live Events, and Non-Instructional Training, and Recruitment
These are projects for George Mason University Academic and Administrative units that are not in direct support of classroom instruction (do not generate FTE’s through any Academic Department) or are not a presentation of research conducted by Mason Faculty.
GMU-TV requires full broadcast rights to all Tier 2 productions.
Charges: Actual cost of materials utilized by a production request and direct costs incurred will be charged back to the requesting department and/or individual. Additionally, Tier 2 projects will be charged a significantly reduced rate for labor at $20 per labor hour. Normally there is no charge for equipment costs, however, costs for any permits that must be obtained, or specialized equipment which must be rented, or rights to media that must be purchased will be charged back. A budget estimate will be created at the time the project is submitted.
Tier 3. Grants, Contracts, or No Broadcast Rights
These are projects that are defined as an externally-funded project in which George Mason University has become a participant, or Tier 2 projects where full broadcast rights are not granted.
Charges: With Tier 3 projects, all costs, both direct and indirect, shall be recovered. A budget estimate will be created at the time the project is submitted.
